In Game Description
Streetsmarts is the art of living on the streets, learning how to get ahead and find your way, sometimes at the expense of others.
As you develop abilities in this skill group you'll learn how to legally relieve people of their wealth, as well as illegally take advantage of services you can't afford. You'll also find ways to harness the knowledge of the streets through your interactions with citizens.

Straight from the academy, this can be learnt from the dishevelled student in each city. Note that some abilities have restrictions which prevent them from functioning for advanced players, especially those belonging to city governments.
