Minister of State

Each of the nine capital cities of Elysium has a Ministry of State, which is headed by the Minister of State.

The Minister of State is in charge of the buildings under their cities control, and its financial affairs. They can order the construction of new industries for citizens, set tax rates and manage the treasuries of other ministries. They can also build doors and lamps within the city, and have access to the cities stockpiled commodities.

The Minister also is responsible for appointing the cities Chief Engineer.
